Mr. Raymond Chan is currently a member in the QingDao City Committee Member, The Chinese People's Political Consultative Conference. Mr. Chan was the past President of the Hong Kong Institute of Surveyors (2006-2007). He is also the Vice President of the World Organisation of Building Officials (WOBO).

On professional qualifications, Mr. Chan is a Fellow of the Hong Kong Institute of Surveyors (FHKIS), a Fellow of the Royal Institution of Chartered Surveyors (FRICS), a Member of the Chartered Institute of Arbitrators (MCIArb), a Member of the Chartered Institute of Building (MCIOB) and a Fellow of the Association of Building Engineer (C.Build E FCABE). Mr. Chan also possess the qualification of Construction Engineering Consultant of China.
